How to get an Access database working on your image with ODBC? Answer is here.
Basically you need to include "Jet Database XXX" components in to your image config. Particularly the "Jet Database ODBC Support" component.
"Microsoft Data Access Components (MDAC)" component with all dependencies is also required.
